Cramer & Anderson Partner Jim Hirschfield and Karen Pollard, New Milford’s Director of Economic Development, will lead a live Google Meet discussion Sept. 3 about COVID-19 relief for landlords, homeowners, and renters in Connecticut.

In late August, Gov. Ned Lamont announced an extension of Connecticut’s ban on evictions until Oct. 1 to protect tenants facing ongoing hardships created by the COVID-19 pandemic.
Governor Lamont also announced a doubling of funding for the rental assistance program from $10 million to $20 million, as part of the measures enacted this summer in Executive Order 7DDD to assist renters, landlords, and homeowners.
Another measure in EO 7DDD, for example, allows tenants and landlords to apply a tenant’s security deposit to cover rent the tenant has been unable to pay because of the pandemic.

The Governor’s extension of the eviction moratorium to Oct. 1, issued in Executive Order 7OOO on Aug. 21, contained modifications important to landlords.
Judge James W. Abrams, the Judicial Branch’s Chief Administrative Judge for Civil Matters, followed up with an order Sept. 1 codifying the Governor’s modifications, which allow landlords to proceed with evictions in certain circumstances.
“Consistent with Governor Lamont’s Executive Order 7OOO, effective September 2, 2020 there is no further stay ordered on the issuance or service of an execution following judgment on non-residential evictions, evictions for serious nuisance, residential nonpayment evictions for nonpayment of rent on or before February 29, 2020, or for evictions where the landlord has a bona fide intention to use the dwelling as the landlord’s principal residence,” Judge Abrams wrote.
“Further, there shall be no additional stay on the issuance or service of any summary process execution, or execution of ejectment, where the judgment of possession in a summary process case, or vesting of title in a foreclosure case, occurred prior to March 19, 2020, provided that the application does not violate any federal moratorium on evictions or foreclosures,” the order explained.
“I think Jim Hirschfield and I will have a great conversation that will be of interest to landlords, tenants, and homeowners because we’re going to talk about all the options available,” Pollard said.

On Monday (Aug. 31) Governor Lamont announced a plan to continue his coronavirus-related emergency powers for five months, allowing an extension of executive orders that would have expired Sept. 9, covering things like the regulation of businesses, restaurants, nursing homes, and schools, the state’s policy on wearing masks, and the allowable size of public gatherings.
