C & A represents Waterbury in adoption of districting plan for elections

C&A’s Municipal Law Department, led by Dan Casagrande and Randy DiBella, recently represented the City of Waterbury in its adoption of the first districting plan for  election of its Board of Aldermen in the City’s history.  C&A worked with a nationally renowned demographics expert under an extraordinarily tight schedule mandated by the voters in November 2014.   C&A guided the City’s districting commission and Board of Aldermen through the complexities of the Voter Rights Act and other federal and state constitutional  and districting requirements in crafting a  five-district plan that  protects the City’s traditional neighborhoods while preserving the voting strength of minority groups.  The Board of Aldermen adopted the plan on March 9, 2015.
